In expat enclaves and disco hangouts recreational treats are readily available in Myanmar. Go to an outdoor concert and its ubiquitous.

Be careful! - check that green smoke isn't chlorine gas .... in the famous words of a former president (who also didn't have sex) ..... "don't inhale" - Lol!
