What do you need to do to get a background check / police clearance from Cambodia?

I have seen this question asked many times in various forms on Facebook and other places online.

This should be more than enough to get anyone started with the process.

 

Most Embassy's are unable or unwilling to assist their citizens in getting a police clearance certificate from The Cambodian authorities.

 

Police Certificate
To obtain a report, foreigners should go to the Criminal Office at the Ministry of Justice to request a Police Certificate. There are two different fees:
    •   250,000 Riels (approximately USD62.5) for regular service which takes around 20 days, or
    •   500,000 Riels (approximately USD125.00) for expedited service which takes around 12 days.

Applicants should have the following documents:
    •   A completed application form. This form can be obtained at the Criminal Office;
    •   One photograph (size 4cm x 6cm);
    •   A bio-information form;
    •   A copy of the biographical page of the passport;
    •   Copies of the first and last Cambodian visas showing dates of arrival. 
    •   A Residence Certification Letter * from the commune (sangkat) office where the applicant resides and/or resided whilst in Cambodia.

Applicants can authorise someone to apply for the Police Certificate for him/her. The applicant should complete an authorization form (the sample of the form is available at Criminal Office at Ministry of Justice), who can submit the completed forms at the Criminal Office. However, if the applicant is in Cambodia, they will be required to submit the form for themselves.

Residence Certification Letter*
A Residence Certification Letter is required when applying for a Police Certificate. To obtain this document, foreigners should go to the local commune (sangkat) office where the applicant resides/ resided in Cambodia to request the letter. There is a no-standard administrative fee for the provision of this letter.

Applicants should bring the following documents:
    •   If he/she is Cambodian: ID card, family book/ residence book, and house rental agreement (if he/ she did not own a house).
    •   If he/she is a foreigner: Passport, house rental agreement, job letter and other related documents to support the claim of residence.

Note:

The information in the residence certificate letter includes:
   1.   name of resident
   2.   house address
   3.   how long/length of stay that the resident stayed/ has stayed at that address.

The applicant may authorize someone living in Cambodia to apply for this letter for them. The applicant will need to provide an authorization letter for that person. However acceptance of this letter will be dependent on the commune (sangkat) office. There is no national standard for this type of work.

To ease the process, foreigners are advised to request a Residence Certification Letter from their local commune (sangkat) office prior to leaving their Cambodian place of residence.

I note that on the list it doesn't mention passport photo's, you need two when applying for the Residence Certification Letter.

Like it also says "There is a no-standard administrative fee for the provision of this letter". So best go with a good aptitude when dealing with so many uniformed officers. When I applied for mine it was very busy in the sangkat. I filled in the paperwork with two of the officers, then they took everything (documents, passport) for photocopying. Once the Residence Certification Letter is complete, it is signed by the main police officer in charge. Make sure you take the original certificate, they will file the copy.

Has for fees, I paid 10.000reil they seemed happy at that, but I think a charge of $20 could be the norm for most province's.

Or some call it a "Permit of Stay"  apart from the obvious, comes in very useful to help obtain other documents.

Has for the "Police Certificate" I have been reading lately that teachers over here may have to produce one at sometime.

I will try to find some general information about how to get a Residence Certification Letter. And post that to another topic. 
 

I definitely agree going with a nice attitude seems to help a lot in this country.

When you apply for some jobs like teacher, casino, large resort/hotel management etc.

Though for teaching I have only ever heard of it for NGO run schools. And they want one from your home country. 

Another reason is for other countries. If you have been living in Cambodia for a few years then Japan, Korea, Vietnam etc might want a background check for a visa or for working. Some countries want background checks from your home country and/or when you have been living for the last x-amount of years.

It would be complicated if you where a known criminal, or had a serious type of past records.

I quoted "teacher" due to an article I was reading at a past time. And thinking that this is also, the most popular job that is in demand for a English spoken westerner in this country. Unfortunately Cambodia as had a bad reputation and crime rate for pedophilia acts. So on reflection of who and whom could be teaching your child, it would be wise move to have the police background checks. Cambodia is only progressing towards it's future like a first world country.

Every government has their own bureaucracy. And moving to most countries is very complex.
