He looks very surprised being handed the large key. the three people in shot to the side of him don't look too amused either.

When the article quotes grant, does that mean Cambodia have to pay the monies to the Government of Japan provided 80 public buses.

If so that explains more of the looks on their faces.

According to the dictionary: "A grant is an amount of money that a government or other institution gives to an individual or to an organization for a particular purpose such as education or home improvements."

It is not a loan, it is a donation and it doesn't entail or require payback.

New Office of City Bus Authority Opened with Handover of 80 More Vehicles from Japan

AKP Phnom Penh, June 20, 2019 --

Capital hall authority has cheered the opening of a building for Phnom Penh Autonomous Bus Transportation Authority with official handover of another 80 city buses from Japan.

Phnom Penh Governor H.E. Khuong Sreng and Japanese Ambassador to Cambodia H.E. Horinouchi Hidehisa presided over the event here in Phnom Penh yesterday.

Thanking the people and Government of Japan, H.E. Khuong Sreng encouraged the bus transportation authority, with new office and more buses, to take good care of the donated public vehicles and provide effective services.

The office of the bus transportation authority is located in Prek Taroth village, Prek Tasek district in Khan Chroy Changvar.

Since the launch of its services in 2014, the public bus service has gradually increased its passengers to a daily average between 26,000 and 30,000 as of now, promoting travel convenience and contributing vitally to reducing traffic congestion in Phnom Penh.

Phnom Penh has currently 235 public buses – including the donations from Japan and China – operating in the capital’s 13 routes.

*Under Japan’s grant aid to Cambodia, the Government of Japan has pledged to donate 140 city buses worth about US$8 million to Cambodia.

*This line clears up the question.
