The End of Online Gambling?

PHNOM PENH: On August 18, 2017 – The government published a directive to stop the issuance of internet gambling licenses both within and outside the country.
The Royal Government’s Directive, have issued the following three guidelines:
1: Police officers, justice and authorities at all levels must increase their search and crack down on online and local online gambling businesses without a license from the Ministry.
2: For all online, local and international online gambling businesses, licenses are allowed to operate to the limits set forth in the license and not break any laws. After that, the Ministry of Economy and Finance has the option to not renew the license for this type of gambling business.
3. The Government ceases to provide online gambling and licensing policies and licenses, both within and outside of the Kingdom of Cambodia, from the date of signing this directive.

The announcement comes after the government observed that some of the local and international online gambling businesses have received governmental permission and some are secretly operating in different locations. Some foreign criminals have resorted to this type of gambling to engage in scams to extort money from victims both inside and outside the country, which affect the security and public order in society.

Such activity is in almost all 25 provinces, and very few have proper licenses, most places are fraudulent and illegal. Such operations also bring more crime, such as kidnapping and drug trafficking to the areas where they are located. NKD

MANILA - China can spy on the Philippines even from afar, President Rodrigo Duterte was quoted as saying by his spokesperson on Monday, after his defense minister warned that gambling hubs run by the Chinese might be used for espionage. 

Philippine Offshore Gaming Operators (POGOs) located near major military bases might "shift their activities to spying", Defense Secretary Delfin Lorenzana earlier warned. 

"The President and I were talking about it yesterday and he was saying that, 'You know, you don't even have to be near any military camp if you want to gather intelligence,'" said Presidential Spokesperson Salvador Panelo. 

 

"He said that considering the high tech now, even if they are far away from China, if they want to spy on us, they can. In fact, all countries, as he correctly said, are spying on each other. Natural lang iyun e (it's only natural)," he added. 

Duterte also believes that the Philippines has enough instruments to gather information on China, too, said Panelo. 

"Kaya naman natin, sabi ni Presidente, na malaman kung anong gusto nilang gawin sa atin," he told ANC.

Some of the POGO centers in the capital are located at Araneta Center in Cubao and Eastwood, which are both near Camp Aguinaldo, the general headquarters of the Armed Forces of the Philippines. 

The Resorts World Manila in Pasay, a popular casino in Metro Manila, is close to Villamor Airbase, the headquarters of the Philippine Air Force. 

Another POGO center is located at Island Cove in Cavite, which is across the naval base of Sangley Point. 
 
Whether or not POGO facilities should be transferred to other locations is up to security officials and the Philippine Amusement and Gaming Corporation, said Panelo. 

NEED FOR REVENUE 

There are roughly 138,000 Chinese workers in Philippine Offshore Gaming Operations (POGO), according to the initial estimate of an inter-agency task force reviewing the Internet-based business. 

Beijing earlier urged Manila to crack down on casinos and offshore gaming firms that illegally employ its nationals. 

Chinese law bans its citizens from engaging in "any form of gambling" including online and those that are based overseas but cater to Chinese nationals, China's embassy in Manila said. 

Gambling is not banned in the Philippines, noted Panelo. 

"We need money, revenue. That's (POGO) legitimate revenue-making project," he said.

You don't have to be some sort of rocket scientist to work out what is going on in these countries! Yes their are the scammers who are extorting money from individuals, these are seen to be illegal criminal acts. Has also are casino's and online betting who are not paying tax. It's not about cheating people, they could cheat anyone if the money was going in the right direction. So what are all these laws about! All the Buddhist countries here, it's people can't gamble in there own country but can in another.

Cambodia heading to be the mecca of gambling for SE Asia with it's growth in the casino world, let's face it the odds are against the player and in favour of the house, and such ventures bring along and attract it's criminals and their activities, but the rich will get richer, will they eat more rice? Possibly, but the end result China will have more money for it's venture in the new belt and road. It has been said this alone, were other Asian countries lay in debt to China, is the soft invasion of Cambodia. China have stated it wants it's own currency recognised and be used along side world wide with the US dollar, the overall gain may be a soft take over of the world.

Police in Vietnam on Sunday detained more than 380 Chinese people accused of running the country's largest-ever underground online gambling ring, the government said.

Gambling is illegal in Vietnam in most cases, though foreigners are allowed to gamble at local casinos. Last year, Vietnam said it would allow some local citizens to gamble at selected casinos on a trial basis.

The individuals, aged between 18 and 24, were arrested while operating online gambling websites from more than 100 rooms at a tightly-guarded urban area in Haiphong City, 100 kilometres east of Hanoi, the ministry said in a statement on its website.

It said the ring hosted online platforms for Chinese gamblers to bet on sports games and lotteries, with the amount of transactions estimated at 3 billion yuan ($436.14 million).

 

"This is the largest ever gambling ring in terms of both the number of foreigners involved and in terms of money in Vietnamese territory," a statement from the Ministry of Public Security said.

Police also confiscated around 2,000 smartphones and 530 computers in the raid, it added.

In November, a Vietnamese court jailed two senior police officials found guilty of running an underground online gambling ring which raised millions of dollars.

End to gambling deadline set for 2020

The Council of Ministers on Friday said the government has instructed authorities to eliminate all online and arcade gambling by the end of the year.

All kinds of online and arcade gambling […] must end by the end of 2019,” the Council of Ministers said in a statement. “Prime Minister Hun Sen said Cambodia’s development has to be based on nature and culture tourism, not online gambling.”

Last week, Mr Hun Sen issued a directive banning all online and arcade gambling in the Kingdom in a bid to safeguard security and public order. No deadline had been set.

Mr Hun Sen said in the directive that some licensed online gambling operations rigged their games and threatened those who are not able to repay their gambling debt.

Government spokesman Phay Siphan noted that the government has already stopped issuing online gambling licenses.

Mr Siphan said Chinese nationals place bets online and those who are unable to repay debts are detained and confined for ransom.

“We have arrested many Chinese people and deported them back to China,” Mr Siphan said. “After seeing many criminals arrested, the government decided to stop issuing online gambling licenses.”

Yong Kim Eng, president of the People Centre for Development and Peace, yesterday said Cambodia should not be seen as a gambling destination.

“It is an important issue to stop – not just online gambling, but all types of gambling has to stop,” Mr Kim Eng said.

He noted that online gambling involves foreigners, especially Chinese nationals who are also linked to extortion.

“Many people will suffer if the government does not take legal action to tackle all these crimes related to online gambling,” Mr Kim Eng said.

Meas Soksensan, spokesman for the Economy and Finance Ministry, and Lieutenant General Chhay Kim Khoeun, spokesman for the National Police, could not be reached for comment yesterday.

On August 18, Lt Gen Kim Khoeun said police will follow the government’s directive and crack down on all online gambling operations.

“We have already been cracking down on illegal gambling operations and as you have seen, we have arrested hundreds of people,” he noted.

The Chinese government on August 20 said it supports Cambodia’s decision.

“We believe it will help protect both Cambodian and Chinese people’s interests,” Geng Shuang, spokesman for China’s Foreign Affairs Ministry, said. “It will also strengthen our law enforcement cooperation and friendly relations.”

“China stands ready to work with Cambodia to take effective measures to deepen law enforcement and security cooperation,” Mr Geng said.

Hearsay has it that the higher ups are coming up with new regulations and tax codes for online gambling. They're still going to deport most of the Chinese because reasons. Either way we'll find out by the end of the year.

Makes sense. It is a lot of money to lose otherwise.

Just a quick update. Most of us non-chinese in the industry are still here. Things got pretty heated up on the beginning of the year though. The police came to check on the casinos and put some banners with the new law on the premises. I've heard from one acquaintance who moved to Myanmar that his company is considering to return.

So the non-chinese online  casinos are still going?  

Also to me it seems too unstable to return a company from Myanmar. But I have no also idea what it is like in Myanmar for casinos.
